The Personnel Management Directorate handles issues related to the official status of the HCG staff, suggests and monitors the implementation of conscription systems and oversees logistics issues for the staff and facilities of the HCG Services, through the following Departments:

c) Operational Means-Special Units Department
d) Disciplinary and Penal Affairs Department
e) H.C.G. Personnel's Legislation, Organization and Planning Department
f) Administrative Regard Department
g) Independent Offices (Protocol-Ceremonies, Sports, Central Secretary and Communications Center, Religion, IT)
